Congressman Brett Guthrie, Chairman of the Committee on Energy and Commerce, addressed a Full Committee Markup in Washington, D.C., focusing on two significant bipartisan bills.
Guthrie emphasized the importance of the SCORE Act, aimed at strengthening college athletics and improving the NIL environment for student-athletes. He acknowledged the contributions of Chairman Bilirakis, Congressman Fry, Representatives Bynum, and Figures in advancing this bill. Guthrie highlighted ongoing challenges faced by student-athletes and universities due to complex legal and policy issues. He stated that a national standard is needed to stabilize college athletics.
He mentioned previous efforts to develop a framework for NIL, health, and academic protections for players. The process involved bipartisan discussions and negotiations over several months. Recent edits to the bill aim to enhance student-athlete representation, clarify antitrust language, and add enforcement mechanisms.
Guthrie expressed hope for continued support but stressed urgency: “Without this bill, student-athletes will be left to fend for themselves against bad actors.” He added that non-revenue sports could face cuts without legal clarity.
Additionally, Guthrie discussed H.R. 4273 or OMUFA (Over-the-Counter Monograph Drug User Fee Amendments), led by Representatives Latta and DeGette. This marks OMUFA’s first reauthorization since its inception. He underscored the need for timely action to avoid delays in FDA actions.
Guthrie commended stakeholders’ efforts on OMUFA: “I appreciate all the work that’s gone into this bill.”
