Congressman Bob Latta, who chairs the Subcommittee on Energy, delivered an opening statement at a hearing titled “Strengthening American Energy: A Review of Pipeline Safety Policy.” The focus was on examining the Pipeline and Hazardous Materials Safety Administration’s (PHMSA) pipeline safety program.
Latta highlighted PHMSA’s role as a Department of Transportation agency responsible for developing and enforcing federal safety regulations for onshore pipeline infrastructure and hazardous materials transportation. He emphasized the importance of pipelines as a safe and efficient mode of transporting oil, natural gas, liquid energy products, and hazardous materials.
The subcommittee discussed PHMSA’s reauthorization, last authorized in the Protecting Our Infrastructure of Pipelines and Enhancing Safety Act (PIPES) of 2020. Latta expressed hope for bipartisan cooperation to reauthorize PHMSA to continue its mission effectively. He stressed the need for PHMSA to maintain a strong focus on safety within its statutory authorities.
The hearing also addressed challenges such as replacing aging infrastructure and the projected increase in energy demand. Latta noted that while progress has been made in replacing old pipes, more work is needed. He looked forward to hearing from witnesses about addressing remaining issues with iron distribution pipes.
New technologies like artificial intelligence were discussed as opportunities to improve risk assessments and advance safety. However, these technologies also pose challenges to information security. Latta emphasized that a PHMSA reauthorization should equip the agency with tools to address future opportunities and challenges.
Paul Roberti, President Trump’s nominee for PHMSA administrator, committed during his confirmation hearing to using new technologies to enhance safety. The subcommittee aims to collaborate with PHMSA and pipeline operators in this effort.
Latta concluded by stressing that pipelines are crucial for public safety and national energy security. He looked forward to discussions with pipeline operators to strengthen American energy leadership.
