Subcommittee Chair Latta addresses concerns over NTIA's budget

On May 15, 2024, House Energy and Commerce Subcommittee on Communications and Technology Chair Bob Latta (R-OH) addressed the subcommittee hearing on "The Fiscal Year 2025 National Telecommunications and Information Administration Budget."

Latta began by emphasizing the importance of the Broadband Equity, Access, and Deployment (BEAD) program, which is America's largest investment to bridge the digital divide. He stated, “This $42.45 billion dollar fund is statutorily obligated to connect unserved and underserved Americans to reliable broadband Internet so that they are able to reap the benefits that come with connectivity.”

He expressed concern over the slow approval process for funding proposals from states. He noted that only four states' Volume II applications have been approved since December 15, 2023.

Latta also stressed the need for technology neutrality in the BEAD program. He quoted a warning from the Department of Commerce Office of the Inspector General: “The OIG warned that NTIA must relax the fiber preference and Extremely High-Cost threshold to take into consideration the limited availability of resources to support a fiber preference.”

In addition, he criticized NTIA for allegedly forcing states to regulate broadband rates and imposing labor requirements. He also expressed disappointment at not receiving timely responses from NTIA following an oversight hearing in December.

Furthermore, Latta emphasized his commitment to reauthorizing NTIA. “As NTIA’s mission continues to expand, it is important Congress’ intent for the agency remains clear," he said. "Reauthorizing the NTIA is still a top priority for this committee."

Finally, he urged prompt responses from NTIA following hearings and stated his intention to move H.R. 4510, the NTIA Reauthorization Act through Senate.
